Northern Border Pipeline-Nominations and Balancing Issues

Nicor Gas will soon be accepting deliveries from Northern Border Pipeline at both the Troy Grove and Minooka city-gate delivery points (CDPs). All Gas Exchange transactions off the Northern Border must be nominated using Pipe 6. Northern Border will be administered similar to the other Pipelines Nicor Gas receives deliveries of with on balancing exception.

To effectively manage our storage facilities, Nicor Gas must impose restrictions for the following balancing scenario: If, on a given day a shipper schedules deliveries to both CDPs and the total volumes nominated on Gas Exchange is less than the sum of the scheduled Northern Border volumes, the mismatch will require Nicor to cut deliveries to balance to Gas Exchange as follows: Nov-Apr Cut Troy Grove contract first with additional cuts to Minooka contracts, if necessary. May-Oct Cut Minooka contracts first with additional cuts to Troy Grove contracts, if necessary.

For example: For the gas day 12/12/98, Shipper ABC nominates on Northern Border 5,000 MMBtus delivered to Nicor Gas at Troy Grove and also nominates 10,000 to Nicor Gas at Minooka -total Northern Border nomination = 15,000 MMBtus. Shipper ABC also nominates total Pipeline 6 receipts on Gas Exchange of 7,000 on Northern Border. According to the above restrictions, the entire Troy Grove nomination will be cut to zero and the Minooka nomination will be cut to 7,000 to balance the noms.
